Just so to disturb the ambient silence, I'm going to ramble on about how I use creatures and NPCs in Wayfarers.
Creatures :
I split them into two categories: mooks and non-mooks.
For non-mooks, not much innovation here, I simply use the write-ups from the GM's Reference Book with the occasional +/- 1 or 2 to some stats when appropriate.
As for mooks, they get half the usual health points. They remain deadly but it helps resolve fights more quickly. As the GM, they also give me more control on the challenge level of combat.
NPCs :
My NPCs are split into three rough categories: primary, secondary, and tertiary.
Primary NPCs are the important adventurer types and they are created using mostly the same rules as the PCs.
Secondary NPCs are the important non-adventurer or unimportant adventurer types. I use the write-ups from the GM's Reference Book as their base stats but I give them about as many proficiency points as a 0th skill level character to spend on relevant skills with the distinction that they are not restricted to first grade proficiencies.
Tertiary NPCs are the unimportant non-adventurer types and they are treated much like creatures as described above. _________________ My campaign's rules
